​The reverse has Five, 5 cent George Washington revenue stamps. (as they are printed with Inter. Revenue in the top banner.  They were issued between 1862-1871 to pay taxes on documents and proprietary articles.  The bottom banner describes the item being taxed INLD Exchange (inland exchange). )

Also has penciled in note to...... Goodwin at Bank DW 23/71 .........
